John “Jay” Neylon is a highly qualified aviation expert with more than 40 years of experience in flight operations, accident investigation, aviation safety, operational test and evaluation, Unmanned Aircraft Systems (UAS), and Electric vertical take-off and landing (eVTOL) aircraft. He is the Principal of Neylon Aviation Consulting, a retired U.S. Marine Corps Officer, former NTSB Air Safety Investigator, and retired FAA Senior Program Analyst who has logged more than 3,200 mishap-free flight hours across five military helicopter platforms.
His experience spans aviation accident investigation, FAA regulatory oversight, helicopter flight operations, safety risk management, airworthiness, public aircraft operations, and the integration of emerging aviation technologies into the National Airspace System. He is available for litigation support, case analysis, expert reports, deposition, and trial testimony.

Employment History
Mr. Neylon is the Principal of Neylon Aviation Consulting, where he provides aviation consulting and expert witness services involving aviation accident investigation, aviation safety, helicopter operations, FAA regulations, UAS, and emerging aviation technologies.
Previously, he served as a Program Analyst and Technical Subject Matter Expert with the Federal Aviation Administration (FAA), supporting regulatory oversight, safety risk management, and the integration of UAS and eVTOL technologies into the National Airspace System.
Mr. Neylon also served as an Air Safety Investigator with the National Transportation Safety Board (NTSB), participating in more than 30 aviation accident investigations involving both airplanes and helicopters.
Earlier in his career, he was a UH-60 Test and Evaluation Program Manager for U.S. Customs and Border Protection. Prior to that, he was a Marine One Pilot, an Operational Test and Evaluation Director/Pilot, and Director of Advance, White House Liaison Office with HMX-1, the Presidential Helicopter Squadron. During his military service, he logged more than 3,200 flight hours across five helicopter platforms, conducted presidential and head-of-state aviation operations, and served as an Aviation Safety Officer at two squadrons.
